Uighurs struggle in a world reshaped by Chinese influx

Kucha, China - King Daoud Mehsut of Kucha, 12th in his royal line and the last man still alive in China to have sat on a monarch's throne, is a man of noble bearing and proud visage.






The old man's fate, however, is dispiriting. Once a leader of his Uighur people – the Muslim ethnic group that predominates in this far western province of Xinjiang – King Daoud is now wheeled out by two young Chinese female assistants presenting him as a tourist attraction to visitors prepared to buy a 200 RMB ($28.60) ticket. "I get a cut," he says simply.





King Daoud's humiliation, say some Uighurs (prounced WEE-gur), is a sign of what is in store for their culture as a whole in the face of the Chinese government's relentless drive to settle more and more ethnic Han Chinese in traditionally Uighur territory, rich in oil and minerals.


'I am the last vestige of the feudal system,' says Daoud Mehsut, the last former Uighur monarch still alive in China. His government-refurbished palace is now a 'Triple-A Tourist Spot.'Pascale Nivelle



"We feel like foreigners in our own land," complains one Uighur teacher in the provincial capital of Urumqi, who offers only a nickname, Batur, for fear of angering the authorities. "We are like the Indians in America." Or Tibetans in Tibet. "Most Uighurs sympathize with the Tibetans," says Batur. "We feel we are all under the same sort of rule."





Though Xinjiang's 20 million Uighurs have shown only a few signs of the sort of unrest that shook Tibet recently, the Chinese government is just as nervous about "splittism" here among the country's fifth-largest ethnic minority, afraid that beneath the surface calm, resentment is bubbling.




The authorities claim to have foiled three Uighur terrorist plots in recent months – one aimed at bringing down a passenger plane and the other two at this summer's Olympic Games in Beijing – though they have given scant details to support the reports.




That concern, many Uighurs charge, translates into harsh government control of their lives, restrictions on the use of their language in schools and on their Muslim religious practice, and a colonial-style economy that keeps most local people in menial jobs while Han Chinese immigrants run businesses and the local administration.






Since the Communist government took over Xinjiang in 1949 from a warlord allied with the Nationalist Army, the proportion of Han Chinese (China's dominant ethnic group) in the province has shot up from 6.7 percent to 40.6 percent, according to official figures. The Han population now almost matches the Uighur population, after a six decades-long campaign by Beijing to settle Han in the remote region.




"The government wants the Uighurs to be their slaves, they want our race to vanish," says a clothes trader in the bazaar in Urumqi who calls himself Qutub. "They are destroying the demographic balance by bringing in Chinese people," he adds. "They are drying out our roots."




Though Han and Uighur people share the land, they have little in common, little to do with each other, and little desire to change that state of affairs.






Uighurs are resentful at the way Han Chinese monopolize the best jobs and the top political posts, even though Xinjiang is theoretically an autonomous province. Han residents routinely complain that Uighurs are dirty, lazy, and dishonest.





"I don't have any Uighur friends. I don't deal with them," says Mr. Mi, an old man waiting in line for a therapeutic massage in Urumqi who says he has lived in Xinjiang for 50 years. "They are rude and brutal."





That attitude has marked even Hadji, a wealthy young Uighur entrepreneur who drives a pearl gray Chevrolet and says that he personally has always got on well with his Han neighbors in Urumqi.





"They look down on us," he says of the Han immigrants. "When I take a bus, I hang on to the straps with both hands so nobody even thinks I might be trying to steal their bag."






Often, Chinese people seem insensitive to Uighur fears that their distinctive Muslim culture, derived from their Turkic origins, is being stifled by the flood of Han immigration.





"We all belong to the same country, so the two cultures should assimilate," says one Chinese student as he eats a plate of stir-fried pork and vegetables in the Xinjiang University canteen in Urumqi. "There is a universal law: survival of the fittest."






Others are more sympathetic. "We can understand that they feel their culture is being diluted" says Zhu Lijuan, another student. "But without Han people, how would they have cellphones or computers?"





The Chinese government has indeed brought economic development to Xinjiang, acknowledges Qutub, picking at a rice pilaf studded with raisins and pieces of lamb in a bazaar restaurant. But he is not impressed. "They give us bread," he says. "But they take away our hearts."






"The Uighurs are in a very difficult position," says Nicholas Bequelin, a researcher with Human Rights Watch. "They can modernize but at the expense of their culture, or they can refuse to do so and end up marginalized economically."





Of special concern to many Uighurs is their Muslim religion, which local people say is attracting increasing numbers as an expression of their identity, and which the authorities see as a potential breeding ground for separatism.






On the wall of the 16th-century ochre brick mosque here in Kucha, a predominantly Uighur town of 200,000, a red banner proclaims – in Chinese and Uighur script: "Fight Against Illegal Religious Activity: Create a Harmonious Society."









Inside the prayer hall, a notice board explains "illegal religious activity." Near the top of the list is a warning that indicates the government's worries: "It is forbidden to praise jihad, pan-Turkism, or pan-Islamism."




Young men under the age of 18 are not allowed to pray in the mosque, the guardian says. Recently introduced regulations forbid local government employees from going to the mosque and ban teachers from wearing beards and students from bringing the Koran to university, human rights activists say.






"If you get too religious, the government gets worried," says one cotton farmer in a village 50 miles south of Kucha, where, he says, 50 young men have been arrested in recent months for studying at private religious schools, accused of belonging to the outlawed Hizb ut-Tahrir, the Islamic Party.





"There is no religious freedom here," the farmer says bluntly.
The Chinese government "conflates … any religious activities outside the official framework with terrorism and separatism," argues Mr. Bequelin, leading ordinary Uighur believers to fear they could be charged with aiding the East Turkestan Islamic Movement (ETIM), an armed separatist organization on the US government list of terrorist groups.





ETIM, a shadowy group that advocates an independent Islamic state for Uighurs, is seen by the Chinese authorities as the principal security danger in the region. Accused of a failed bomb plot on a Chinese airliner last month, the organization "is the preeminent threat to the Beijing Olympics," says Rohan Gunaratna, head of the International Center for Political Violence and Terrorism Research in Singapore.





That threat, however, says Mr. Gunaratna, comes not from "ETIM's support network in Xinjiang, but from an operational network" based abroad, along the Pakistan-Afghan border, comprising about 40 men who have linked up with Al Qaeda allies there.






Of more concern to the cotton farmer, who asked that neither his name nor his village be identified for fear of official retribution for talking to a foreign journalist, is the fact that the government has ordered him, like everyone else in the district, to tear down his home and build a new one more resistant to earthquakes.









The authorities are offering 4,000 RMB ($571) towards the cost of this work, the farmer says, "but rebuilding the house I live in would cost me 30,000 RMB." Instead he plans to build a smaller home, which will still cost him the price of a year's cotton harvest. "What can we do?" he asks. "That's just the way it is."






Some Uighurs have broken the silence of acquiescence recently, such as the several thousand demonstrators in the southern town of Khotan who spilled onto the streets in protest a month ago at the death, at age 38, of an imprisoned local philanthropist. The official reason was a heart attack.





But fear of being branded a separatist hangs heavily over most Uighurs. Asked if he is happy with the way the government treats him, one man says that answering that question would make him choose between "committing a political sin or a sin against my conscience." He chooses the latter, and is silent.
A local government employee in the small city of Korla, where the discovery of oil has drawn hundreds of thousands of Han Chinese workers, is a little more forthcoming.





Since last term, he complains, key school subjects such as math have been taught only in Mandarin, starting in the second grade. To preserve his people's culture, he insists, "education is central. If education is in Mandarin, what do you think will happen?"







Meanwhile, back in his government-refurbished palace that has been transformed into a "Triple- A Tourist Spot," according to a plaque by the gate, King Daoud seems resigned to his role as a folkloric money spinner for Xinjiang's real rulers, with whom he long ago made his peace.
His "kingdom has disappeared" since the Communists deposed him in 1949, he acknowledges. "I am the last vestige of the feudal system."
Soon, fears Batur, his people will go the same way if the Chinese government maintains its current policies.






"The government thinks Uighurs are a threat to Xinjiang's stability," he says. "If they can assimilate us as soon as possible, there will be no threat. Xinjiang will be Chinese, and there will be nothing for them to worry about."

Biz pichan nahiyilik saqchi idarisidin mezkur tutqunlar heqqide ehwal igiligimizde, mesul xadim ehwalni inkar qilmidi. Peqet mesilining dawamliq tekshürüliwatqanliqi we hazirche ashkariliyalmaydighanliqini bildürdi.


Bizge ehwalni inkas qilghan tijaretchi tutqun qilishning ikki heptining aldida yüz bergenlikini bildürgen idi. Pichan nahiyilik maarip idarisining bir mesuli, tutqun qilishning bu yil 1 ‏ - Ayning otturilirida yüz bergenlikini, ghalip hebibullah qatarliq kishilerning hélihem türmide ikenlikini bildürdi.

Maarip emeldarining bildürüshiche, turpanda nöwette jemiy 71 ottura - Bashlanghuch mektep bolup, bularning %80 ni uyghurche mektepler teshkil qilidu. Pichanda qosh tilliq maarip tüzümini ijra qilish 2004 ‏ - Yili bashlanghan. Nöwette, mexsus qosh tilliq maarip mektipi échishning sharaiti téxi piship yétilmigen bolghachqa, qosh tilliq maarip sinipi échilghan. Dölet qosh tilliq maarip sharaitini téz yétildürüsh üchün, pichangha mexsus 500 ming som xirajet ajratqan, hazir pichanda qosh tilliq maarip sinipidin 91 si bar bolup, bu omumi sinip sanining % 7 teshkil qilidu. Döletning qosh tilliq maaripni omumlashturush süriti nöwette uyghur jemiyitidiki ziyaliylarni jiddiy endishige salmaqta. Pichanda qosh tilliq maaripqa qarshi heriket élip barghan ghalip hebibulla, bu yil 31 yash bolup, shinjang maliye - Iqtisad institutini püttürgen.

Bizge kelgen inkasta, ghalip hebibulla qatarliq uyghur yashlirining teshwiqat waraqlirida qosh tilliq maaripqa qarshi shuardin bashqa yene, xitay köchmenlirining uyghur déhqanlirining yérini igiliwélish mesilisi, pichanda 300 neper uyghur qizining jéjyang ölkisige yötkilishige qarshi naraziliq we " bizge olimpik kérek emes, erkinlik kérek" qatarliq shuarlar barliqini bildürgen idi. Dairiler, eksiyetchi teshwiqat dep qarighan teshwiqat matériyallirining tepsiliy mezmunini bayan qilishtin özini qachurdi.


Uyghur rayonining partkom sékritari wang léchüen, 2 ‏ - Ayning aldida xongkongdiki sumrugh téléwiziye qanilida qilghan sözide, uyghur élide qosh tilliq maaripni yolgha qoyush arqiliq, uyghurlargha bala waqtidin bashlap, jungxua milliti éngini singdürüwatqanliqini bildürgen hem qosh tilliq maaripning ghayisini shinjangning uzun mezgillik muqimliqini kapaletke ige qilish dep körsetken idi. U yene, qosh tilliq maaripning netijisi süpitide 20 yildin kéyin uyghur élide muqimsizliq amillirining tügeydighanliqini bildürgen idi. Emma üzlüksiz ashkariliniwatqan qarshiliq heriketliri, uyghur élide muqimsizliq amillirini tügitishning wang léchüenning texmin qilghinidek asan ish emeslikini körsetmekte.

Bizge bügün pichandiki tutqunlar heqqide melumat bergen tijaretchining bildürüshiche, turpan shehirining yar yézisida, bir türküm musteqilliq küchliri, aldinqi ayda yéziliq saqchi ponkitigha hujum qilghan. Chinas eigener Feldzug gegen den Terrorismus: Brutale Unterdrückung der Uiguren in Xinjan (Ostturkestan)

Ost-Turkestan nennen die Uiguren noch heute die Region Xinjiang, die an Chinas westlichem Rand, an der Grenze zu Kasachstan gelegen ist.

Propagandabilder zeigen immer wieder hingerichtete oder im Kampf getötete angebliche uigurische Terroristen.

Nach den Terroranschlägen in den USA hat China seine Mitarbeit in der globalen Anti-Terror-Koalition angeboten. Nach Jahren massiver Kritik seitens des Westens an den Menschenrechtsverletzungen im Reich der Mitte, müsse die Weltöffentlichkeit nun endlich begreifen, wie wichtig die Terrorismusbekämpfung in China sei, argumentieren die kommunistischen Machthaber in Peking.Als Terroristen bezeichnet Chinas Führung nicht nur die kleine Minderheit gewaltbereiter Uiguren, die in Xinjiang (Ost-Turkestan), im Nordwesten der Volksrepublik China für einen unabhängigen Staat kämpfen, sondern auch die breite Mehrheit der friedlich für die Erhaltung ihrer kulturellen und religiösen Identität eintretenden muslimischen Uiguren.Fünfzig Todesurteile in nur acht MonatenOst-Turkestan nennen die Uiguren noch heute die Region Xinjiang, die an Chinas westlichem Rand, an der Grenze zu Kasachstan gelegen ist. Das riesige Gebiet, das fast fünfmal so groß wie Deutschland (1.660.000 km²) und die größte chinesische Region ist, besteht größtenteils aus Wüsten- und Steppenlandschaften.





Seit Jahren ist sie Schauplatz von brutalen Auseinandersetzungen zwischen der uigurischen Bevölkerung und der chinesischen Staatsmacht. Berichten zufolge wurden in den ersten acht Monaten des Jahres 2004 in der Region Xinjiang mehr als 50 Personen zum Tode verurteilt. Laut einem Bericht der Nachrichtenagentur Reuters vom 13. September 2004 erklärte der regionale Sekretär der Kommunistischen Partei Chinas in Xinjiang, Wang Lequan, dass bisher noch keine dieser Personen hingerichtet worden sei. Wie und warum es zur Verurteilung kam, ist unbekannt. Im Juli und August 2004 waren mindestens vier Uiguren hingerichtet worden, denen kein fairer Prozess gemäß internationaler rechtlicher Standards gewährt worden war.Die ursprüngliche Bevölkerung der an Ressourcen reichen Region Xinjiang besteht aus verschiedenen nationalen Minderheiten, die vorwiegend einen türkisch-islamischen Ursprung haben. Die Hauptgruppe sind die Uiguren, die allerdings infolge chinesischer Siedlungspolitik nur noch rund 45 Prozent der Gesamtbevölkerung stellen. Seit den sechziger Jahren förderte Peking in Xinjiang die Ansiedlung von Han-Chinesen, deren Anteil gegenwärtig bei schätzungsweise 40 bis 45 Prozent liegt.





Die Sinisierung soll die Präsenz des chinesischen Staates und die regionale Kooperation mit Peking verstärken. Wie in Tibet bedeutet die Bevölkerungsverlegung die größte Bedrohung für das Überleben des uigurischen Volkes und seiner Kultur.Der anhaltende Zustrom von Han-Chinesen in die Region von Xinjiang hat die Arbeitslosenrate unter den Uiguren stark ansteigen lassen. Es häufen sich die Berichte über han-chinesische Immobilien-Unternehmer, die Uiguren von ihrem Land vertreiben, ohne dafür eine angemessene Entschädigung zu entrichten. Zehntausende Uigur-Bücher wurden bereits verbrannt und die Sprache der Uiguren wurde von den meisten regionalen Universitäten verbannt.





Die IGFM befürchtet deshalb, dass der Raum für eine freie Entfaltung der uigurischen Kultur, Mentalität und Religion immer kleiner wird, wenn nicht sogar vom Aussterben bedroht ist.11. September 2001 in den USA hat die chinesische Regierung eine Legitimationsgrundlage für die Unterdrückung der Uiguren gefunden, indem sie das "East Turkestan Islamic Movement" (ETIM), ein obskurer Verband, der selbst den meisten Uiguren unbekannt ist, mit Osama Bin Laden und Al Quaida in Verbindung brachte. Peking behauptet, dass die Separatisten enge und regelmäßige Kontakte zum globalen Terrornetzwerk von Al Quaida pflegen und selbst in Afghanistan ausgebildet wurden.Nachdem sich die Bush-Administration zunächst vehement gewehrt hatte, die ETIM mit auf die Liste der Terrororganisationen zu setzen, verkündete sie am 26. August 2002, dass die ETIM nun auch auf der schwarzen Liste der USA stehe. Vielleicht wollten sich die USA damals eine mögliche Unterstützung seitens Pekings für ihren Irak-Feldzug sichern.Das "East Turkestan Information Center" (ETIC), eine internationale Organisation der Uiguren, die mit friedlichen Mitteln die Unabhängigkeit Ost-Turkestans von China durchsetzen möchte, warnte davor, dass die "USA China damit grünes Licht gegeben hätten, in Xinjiang alles gegen die Uiguren zu tun, was allein Peking für richtig erachte. Somit würde die Unterdrückung der Uiguren künftig nicht mehr als eine Menschenrechtsverletzung behandelt, sondern als Terrorismusbekämpfung."

"Drei üble Kräfte"Gegenwärtig führt China gegen die uigurische Bevölkerung seinen eigenen Krieg unter dem Deckmantel der Bekämpfung der sogenannten "drei üblen Kräfte", das heißt "Separatismus, Terrorismus und religiöse Extremisten". Der Feldzug richtet sich nicht nur gegen bewaffnete Separatistengruppen (wie die ETIM), sondern auch gegen gewaltlose Ausdrücke uigurischen Nationalismus und gegen die islamische Religion selbst. Berichten zufolge sind dort in den vergangenen Jahren zehntausende Personen in Untersuchungshaft genommen und verhört worden.Den aufgrund "separatistischer" und "terroristischer" Aktivitäten inhaftierten Uiguren wird kein Zugang zu Rechtsanwälten oder Familienangehörigen gewährt. Es besteht folglich eine große Gefahr, dass viele der Inhaftierten gefoltert oder misshandelt werden.Das Aufgebot chinesischer Polizei- und Armeeeinheiten in der Region wird immer weiter ausgebaut. Die chinesische Regierung legt den Muslimen ständig neue religiöse Restriktionen auf, lässt Moscheen schließen und verbietet religiöse Schulen. Lehrer und selbst Schüler, die oftmals jünger als 15 Jahre alt sind, werden verhaftet. Ihnen drohen hohe Geld- oder Gefängnisstrafen. Der Bau neuer Moscheen ist seit Jahren strengstens verboten. Wer heimlich islamische Gottesdienste organisiert, riskiert lebenslange Haftstrafen. Bei angemeldeten und geduldeten muslimischen Gottesdiensten verbreiten die Parteifunktionäre vor Beginn der Zeremonie atheistische Propaganda und zwingen staatlich angestellte Muslime und Kinder unter 18 Jahren, den Gottesdienst nicht zu besuchen.

Was die Uiguren betrifft, kommt erschwerend hinzu, dass sie in einer Region leben, die strategisch für die Wirtschaft der Volksrepublik eine ganz besondere Bedeutung hat: Xinjiang ist reich an natürlichen Ressourcen. Die Takla-Makan-Wüste dient als unterirdisches nukleares Versuchszentrum. Hier liegen auch riesige Erdölfelder, die als eine Alternative zu den Erdölvorkommen in der Mandschurei und in Shang-Dong gelten. Darüber hinaus ist Xinjiang das Tor zum weltpolitisch wichtigen Zentralasien.

Anti-China protest targets Olympic torch ceremony

ISTANBUL: The police detained at least six Uighur Muslims on Thursday at an anti-China protest during the Olympic torch ceremony near one of Turkey's most famous tourist destinations.

The demonstrators were detained after they broke away from a larger group of protesters and shouted slogans just feet away from Tugba Karademir, a Turkish figure skater and Olympic athlete who had just started to run with the torch through the city.

About 200 Uighur Muslims had converged ahead of the ceremony near Istanbul's Blue Mosque and the domed Haghia Sofia church.

The Olympic flame is on a global tour before the summer games in Beijing. Activists have called for protests following unrest in Tibet. There also have been reports of unrest by the Uighur minority in China's Xinjiang region. Uighurs are related to Turks, and Turkey is home to an Uighur community.

"Turkey, stand by your brothers," read a banner at the protest in Istanbul.

Police outnumbered the protesters and hemmed them in, making it difficult for them to move around freely. Some tourists photographed the group.

Some members of the Uighur expatriate community in Turkey have been militant in calling for independence for Xinjiang, or what they refer to as East Turkestan. In the late 1990s, the Chinese leadership exerted strong pressure on Turkey to silence and withdraw any government support for these advocates in an effort that was said to be largely successful.
